Fortera was founded by Cameron Shouppe and Sean Shapiro, Northeast Florida natives with more than 20 years in local construction. Every job is run in-house by their Jacksonville team, led by head installer Austin Gibson.

Do you have an Orange Park office?

Yes. Our Orange Park office is at 1014 Blanding Blvd, Orange Park, FL 32065, serving all of Clay County, including Fleming Island, Oakleaf, and the Doctors Lake area. Every estimate is free and done on-site, and you get the same crews, the same materials, and the same written warranty as any other Fortera job.

In most residential cases there’s no local permit to pull. As of July 2026, Florida law (HB 803) prohibits local permit requirements for single-family residential fence jobs contracted under $7,500, which covers most residential installs, and neither the county nor an HOA can require a permit below that threshold. Above $7,500, and for commercial work, requirements vary across Clay County and the Town of Orange Park. We verify what applies to your address and handle permit pulling whenever one is required. Pool-barrier code compliance is included either way. (HOA architectural review in communities like Oakleaf and Eagle Harbor is separate from a permit and still applies.)

Yes. We prepare and submit the full architectural-review package on your behalf. Oakleaf Plantation, Eagle Harbor, and most master-planned communities in the Orange Park / Fleming Island area require approval before installation, including material, color, height, and style. Approval adds time to the timeline, so we factor it in from the start and advise on the most-approved options for your community at the estimate.

Aluminum is also the code-friendly choice for pool enclosures on these properties. Every waterfront run goes in on iDrive posts, 100 mph wind-certified.
